Lillebaby Complete front-facing arm position not working for baby

In the official pictures and videos, it appears that my LO's arms should just come right over the top of the top of the carrier. But it seems like my LO is too short for this (see first picture), and I don't see a way to raise the seat height. He is 7-months old and 50-60 percentile length. I have also tried putting his arms out the sides (see second picture) but that's obviously not how it is intended to work because that also does not let his arms have any free movement (they are just stuck out the sides).

@louisnelson Are the arms coming through the shoulder straps or underneath? They should be underneath if baby isn't tall enough to have them coming over the top of the panel.
