@openthedoor23 My daughter's preschool is the same way. They ban "treats" in lunches, but still have kids birthdays with cupcakes or donuts pretty regularly. They try to couch the policy as a "healthy habits" kind of thing, but I'm certain it's more that they don't want to deal with some kids...
